  not very american to try to make a business off trying to improve the country. So where can I find the applications for a direct proposal?

  Contact the office of your local congress person. He or she will have an office in your area that you can contact.

  Ask them to send you the information on which government agency to contact and what the requirements are for getting any stimulus money.

  By the way, it certainly is very American to charge people for information that the government provides free of charge. It is your responsibility as a citizen to figure out how to get the same information without paying for it.
