You need a carrot & stick approach. Make discharge of wastes into the environment with severe-enough penalties and develop a use for the “waste” product.

Well, they’d better impose quotas (restrictions) on the amount of waste products and emissions released per day. If industries exceed a specific quota, they must be fined. That way we can mitigate
the effects of industries on the environment. -

Have you ever heard of Cap and Trade? It’s really a pretty neat system that gives companies and “allowance” of pollutants it can give off based on their needs and how big they are. Year by year, this allowance goes down and subtly forces companies to adopt sustainable ways to operate.
I’m not positive if this system is actually used right now, but I know it has been proposed before.

These days it’s good business to be enviromentally aware. Many large firms invest a lot in keeping up their green image. I think as well as quotas and other financial incentives to reduce pollution, public perception is key and I think we’ll steadily increase overall pollution reduction as firms try to catch up with other firm’s ‘green level’.
